It is my understanding that this consortium will also seek the FRA loan guarantees, like LA-LV. So while this, like LA-LV, is planned to be "privately funded" it will also probably need the loan guarantees.

This is also a more realistic proposal, and is similar to the LA-LV, in that the level of due diligence appears real, and that the business case for this intermediate speed HSR variant makes more sense, and seems more realistic and financially viable.

It's really too bad that there is no similar learning curve at the CHSRA.
