I seem to remember news stories published at the time stating that California air polution control regulations in Los Angeles and San Francisco Bay Area would have prohibited steam locomotive operation without expensive modifications.

Whether this was true or just an excuse I don't know. Ships are prohibited from using bunker fuel when in port. Niles Canyon RY does operate steam locomotives in Bay Area.
