I think that portion of the video near Whittier was more in the +20 degree range, but the part showing the man and wife awaiting their propane delivery was definitely in the sub-zero temperature range!

It would have been a little more credible to the TV production company to pay closer attention to the trainman when he said the two locomotives are each 3,000 HP. Instead the narrator was making it sound like the locomotives were 6,000 HP... each! Otherwise, not too bad of a program showing railroading in such a harsh climate.
