Bush vs. Obama programs ... I think Colton Crossing was a little late to the game, and may have been more ARRA than TIGER. Regardless, these were effective uses of public funds, and provide both public and private benefits. O apparently decided (or was helped to decide) not to mess with the program, which helped. And most were or are being built by the railroads; at least for Colton IIRC from articles at opening it was done right, early, and under budget.
