Yes, it is official!
The following was posted today (Fri., Jan. 9, 2014)
On Metrolink's own Facebook page.
(This is the text of a number of replies.):

"Rail fans - don't miss the chance to experience
this historic moment in rail history. Come see the
Big Boy No. 4014 in person at the Covina Metrolink
Station. The exact consist has not been determined.
We'll keep you guys posted. The only times we're
confirming is the 7-8 am photo op event. We can only
assume how long the cutover will take etc. We are
anticipating some crowds on Sunday morning.
Yes, it's an official event!! We're getting pretty
pumped for this!"
