Pitted Trolley wire can cause arcing as well, not enough tension on the pantograph can too.
In this case it appears to be ice. Trolley wire pitting can be common at station stops when operators overload things pulling out of the station. Station pitting can get started when pantograph tension is too light and throttle is too heavy at the same time.
