Did I miss something? As I recall, the Emergency Order only applied to Metro-North.

The US has its own "cultural" issues with unions and labor boards keeping dangerous employees working. Don't get me wrong, without unions we would all be working for minimum wage, but unions and courts have gone beyond reason many times in my opinion.

The US does have headway issues in many instances, but it is related to the lack of sidings on single track and freight congestion, not to mention equipment failures.
