Editors of newspapers are allowed to "clarify", "modify" and even "edit" what an amateur reporter tries to portray in thier work. "Is" becomes "should", and so on..........
This is probably how the letter read fresh from the envelope:
Hey man, Trains murdered the Natives. Railroads are efficient and modern. I'm not. The land is always moving counter-clockwise around my place. To stop the spinning, set the Eel free 'cause it's not right. HUB-BUB. Trails are great for our many trail interpreters in the area. I once had a trip on an Eel's back. I saw his wallet. Next time I want to wave to the Eel from on top a rainbow. Create jobs, get rich, see if I care. Karma, man. Light rail is the answer, not heavy rail. Trails are a better choice. They contain special crystals that prevent bad washouts and mudslides that have plagued railroads on the same path. Commute to work on a muddy trail and get a stripe on your back from the back tire.
