The State of Jefferson would not be a republic to drop out of the Union; but the idea is more to divorce the northern end of California from the rest of the state; and southern Oregon would do the same from the northern end of their state.
You are correct when you stated it will never happen because of water ... at least, that would be the most viable objection below the southern border of the State of Jefferson.
There is a wild river that flows all year long that goes through my property. I forsee the day when it too will be dammed to store more water for the south. Who knows ... maybe I'll have lake-front property; or, I will have to move my model railroad from the basement because it would be flooded!
I too shudder at the thought of the bay area wanting to attach itself to our quest. Geez!
Still, we hold hope against hope that one day we will break free of "Moonbeam's State" and handle our economy in a sane, responsible manner.
