About 2 years ago, the EPA told BNSF that they had to reduce or eliminate the use of explosive charges for avalanche control in order to reduce impact on area wildlife that included some sort of an endangered species. I'll have to dig to find the news stories about it, BNSF challenged it and lost and ended up curtailing most of what they used to do.
