I can't speak to the condition, other than the photos I've seen on the webpage and in the Tacoma News Tribune, but he certainly has identified himself, both on the Kickstarter page and in the Tribune article. Dave Burns is his name, an employee of Tacoma Power. The article does indicate that an un-named "restoration expert crafted a plan for the car, which he described as a good candidate for refurbishing. But the pricetag is $435,000."

Burns has already invested some $60,000 in to the project.
