Series. Possibly you're confusing this with the "Commute" switch that was added to the SDP45s to allow then to start in Parallel, similar to Amtrak's SDP40Fs.
All the rebuilt 628s and 630s were wired to forestall transition, but it could be restored if desired. Some units were, but the exact number is unknown. The trouble happened when units with forestalling were allowed to operate above transition speed.
