Water in tender?

I just read a newspaper account that says,
"The steam engine’s tender was partially filled with 5,000 gallons of water to give it ballast and keep the locomotive from tipping as it rounded curves."
Interesting---makes some sense, maybe?? Is it true??? Also, tender tank and baffles must be in good condition to hold the water and keep it from sloshing around causing more problems.
