That was when they were moving out of the fairgrounds
on the panel track. It wasn't nearly enough, as the
rear wheelset on the tender still tried to climb the
outside rail on that curve, which was laid out too
sharp for that tender on a reverse movement in the
first place.
The part about the "tipping" is laughable.
They don't need any ballast weight on the mainline
movement.
