BNSF Interbay Yard closed ???

Drove by Interbay Yard, Seattle, WA, today. Only one small cut of freight cars & a long cut of solar-powered ballast cars. All tracks empty between hump & North end. 1st time I've seen this in 12 years of fanning the place. Has this yard been closed by BNSF ??? I had read reports last year the locomotive maintenance portion of the facility was to be closed this year, & have noticed a decrease in power on hand. Does the closure extend to hump & yard functions, too ???
