This is CSX's main track between Baltimore and Philadelphia. Bayview Yard is north of the outage. I'll speculate that CSX will not use Amtrak between Bayview and Landover (north of DC) due to existing passenger traffic - the B&P tunnels near Baltimore's Penn station require slow speeds. Clearing is reported to be underway - may take some time as there will be a need to stabilize the sope. CSX is staging northward trains as far south as DC.
