It may have something to do with state or Federal grants, etc that encumber the assets as the Towner Line is a division of the V&S Railway which is owned by A&K Railroad Materials of Salt Lake City.

As most everyone will agree, purchase of a to-be-abandoned line by a scrapper is NOT good news...particularly A&K since they always end up scrapping the line for the value of the materials.
