Coleman -- to answer your questions:

1. Yes, Amtrak sometimes does detour over the UP's line in
southern Wyoming. These detours are sometimes planned
in advance, so track work can be done on Amtrak's usual
route through the very scenic former Rio Grande main line.

2. As far as I know, Amtrak hardly ever uses the Lucin Cutoff.

3. The route between Salt Lake City and Ogden is called the
Salt Lake Subdivision of the Salt lake Area -- according to
the AP Central West TT dated March, 2011.
