If Amtrak'd expand "auto-train"-type service to LAS-SFO and LAX-LAS as well as other places, and improve the on-off portion of the trip, you'd get cars aplenty and damn few bikes... a modest cost would add to the appeal - expand it in the summer LAX to SEA and similar for vacations.
