BNSF Tokio Siding, Washington

Thnanks for all the info on my earlier post about MRL in Yakima.

Got another question:
I was looking at pictures of Tokio siding just east of Ritzville, Washington. Looks like a lot has happened since I was last there in the late '90s. Anyways, Tokio siding has been extended somewhat, and Google Maps shows these little "reflections", or something about every 50' on both sides of the main track for most or all of the siding...
RRPictures.net shows a photo or two of little grey boxes spaced at the end of the ties, maybe driven into/thru the ballast/soil.
Are these supposed to be there for soil contamination tests? Erosion or drainage wells or pipes? Are they plug-in sockets to keep the engine blocks warm when trains are put in the siding for long times in the cold eastern Washington winters (I know that people plug their cars in at night in the Northeast to keep the engine blocks from freezing solid)?

What are they?
