From the pic with the overhead wire bridges on the viaduct, it looks like this was the "MEXICANO"
to Vera Cruz.
Apparently the line is not adequate for freight either, and as there have been no [save for the Copper Canyon Rte] pass trains in Mexico for years, perhaps the 'misuse of common resources' is just cacamierda. Maybe substitution of 'justifiable' for 'profitable enough' would be a more reasonable characterization.
Ruins? the few pics that show actual infrastructure do not portray that.
