Does this effect the entire RofW along the Skeena?
Anecdote: In 1982 I was parked on the highway just above Lillooet, waiting for a BC Rail train to come down the hill. I was a little ways from my car, but a local law officer was concerned about my car along the side of the road. He informed me that the local "first" nation folks were fond of pushing cars off of the road, and into the Fraser River. I have heard similar tales about Browning, Montana as well.
Another aspect: The trend in ocean shipping is to reduce the number of port calls, and operate bigger container ships. Prince Rupert's proximity to the Far East is sort of a wash then.
