The Japanese narrow gauge loading gauge is comparable to the UIC loading gauges (in other words, a little bit narrower than US, but not that much. In fact, there is/was a bi-level night train EMU, and it is possible that this new train may be based on that type.
Note that the High Speed line loading gauge is considerably wider, allowing 2+3 seating in second class (and it appears more comfortable than the 2+3 seating you find in US commuter trains.
