What is it?

Out on vacation visiting my folks, a neighbor of theirs asks me a question that I don't have an answer to. To get to where my parents are at requires getting off the main highway onto a gravel road. And as you turn onto that road, you cross a set of tracks. At that crossing, oozing out on top of the crossing is something that looks like tar (black in color) but it isn't and it doesn't stick to anything. It just leaves the impressions of tire treads, kind of like putty. What is this stuff?
