Oh what a bunch of BS!
If you look at when any building was built or purchased by its current owner, and compare that to when the adjacent tracks were built - 99% of the time the railroad was already there years before. As I recall, both stadiums were built by the local government in the last 10 years - and I believe the retractable roof of one actually uses the space above the mains.
I think it is clearly obvious that trains cannot safely handle hazardous material through any area occupied by people or is environmentally sensitive (which between the greenies and NIMBYs is everywhere on the planet). SO the answer is simple:
Ban the movement of ALL hazardous material by rail. Trucks and barges don't ever travel near populated areas or have any problems. The oil trucks shouldn't have any traffic to deal with since no one will have any affordable/available fuel to drive anywhere.
This would make a good South park episode.
The only thing I say to be taken seriously is my sarcasm ...
