I will offer the thought here that not everything is of immediate, measurable impact. How many miles of rail have been abandoned that, in hind sight, it would have been advantageous to preserve? UP recently announced they are going to start chasing loose car traffic again, surprise: it is actually profitable!!, but how many branches, secondary lines and industrial park spur clusters are already torn up and gone forever?
While one can debate if Santa Cruz County paid too much, aren't managing it right, etc., I can at least applaud their foresight it trying to preserve the ONLY remaining rail link this area has. We may find that for each dollar spent today, they will save many more, or even earn more, in the future if using the rail line can allow for more jobs and business, take cars off 1 or even just bring in more tourists without clogging the roads more.
