Actually, TR is often short on power. The genset works 5-7 days a week. One unit is not enough to handle the carloads out of the Port of Olympia--and switching the cuts at East Oly. The 2200's are used quite frequently, and as repowered units, can barely pull themselves let alone a train.
The big power will make going up the hill easier. The 3000's are wore out and can barely pull 10-15 cars up the hill--and they consume a large amount of fuel doing it. The newer units are much more fuel efficient. The new units are able to be DPU, so that can increase efficiency.
The only emissions scam is the 2006. It will cost more to convert it into a genset than one could buy a couple units for.
Remember, TR operates 24 hours a day--so some of the units you think are not working are indeed working--although probably when you are in bed!
