I have seen my fair share of homeless encampments on the ROW's
Sometimes the drunk, drugged or dumb homeless get nailed
Gangs trespass, put stuff on the ROW, throw stuff, shoot at us, dump rivals bodies on the ROW, and play chicken (sometimes they get nailed)
And no matter if your Homeless or Gangs that have ended up impailed on the headend, There are always some scumbag next of kin that will magically appear (crawl out of the same sewer the Homeless and Gangs crawl out of) to file a lawsuit.
I worry less about railfans getting in my way and so should RR Cops and security
