I believe they're "surplus" because they were replaced by the Rotem cars, plus (see story about declining ridership in yesterday's Trainnews) they really don't need them all any more. Suspect that they also have mechanical problems that Metrolink didn't want to bother fixing given that they don't need them now. Note in the stories that Caltrain will need to do some work on them to make them serviceable - more than just a paint job.
