So the way I see it, for a merger to work and be approved by all of the governing bodies concerned, the system would have to be broken into two operating enties both owned by a single holding company. To appease the Canadian gov. the CP would be joined with all UP lines in the top teir of US states more or less likely including the former OWR&N and Oregon Shorthline. This would provide better opportunity for a greater share of the commerce on these lines S. of the border to flow into Canada. Everything from Oregon S. and to the East more or less would be the other operating company. As God intended the northern operating company would be named the Northern Pacific and again as God intended the sourthern operating company would the the Southern Pacific. Up to the last two sentences you though I was serious didn't you. At this point if the board had the feature, I would post a smiley face.....Seriously though, as the Harper gov. in Canada is decidely probusiness, if it could be demonstrated that such a merger would be good for Canadian business interests, approval might not be all that far fetched at this time. Harper is however coming under investigation by the RCMP for possible malfeasance with funds, so his days may be numbered.
