As MR observes there has been no abandonment. The certificate of public convenience and necessity for the whole railroad passed from the NCRA to the NWPY in 2001 (STB FD #33998). Then last year the PC&N certificate passed to NWP Co. from NWPY, but for only the South End (STB FD #38370). Common carrier authority never expires; it can be transferred or extinguished only by an STB Notice of Exemption or decision and order in a conveyance, abandonment and/or discontinuance of service application. Presumably, the NWPY still holds the PC&N certificate north of MP 142.5.
Just like any other public agency eligible for State program funds, the NCRA had to initiate an environmental review as a condition on receiving the money. That requirement attaches to the money itself and has nothing to do with the ultimate use of the money.
