This is known as wheel howl, as opposed to wheel squeal on tight turns.

It is a resonance problem that can happen on dead straight and level track. It is an interaction that depends on the shape of the wheel, type of suspension and aluminum centered wheels. Once the oscillation starts corrugating the tracks it gets worse and you have to call out the grinders.
It seems to be a BART only problem. The cure must be difficult and/or expensive as it is still with us after 40 years.
The BART wheels are not cylindrical, which I see mentioned often, but they
do have a reduced taper.
