For many years, whenever IC bought new locomotives from EMD,
instead of taking delivery in the Chicago area, they had the
units shipped dead to Louisville, KY and took delivery there,
then sent them to Paducah Shop to be set up and put into
service.

It's a long way "around the horn" but it was to avoid Illinois
taxes on the new units, and that was apparently worth it
even when the freight charges were factored in.
