It is the inherent nature of multi-regional organizations that
it becomes very difficult to directly impact the decision making
body. Two cases in point: SMART and NCRA. As a resident of Sonoma
County, I can only vote for a small number of members of either
agency. There is no direct recall. (I can work to recall them
through their elected positions, say, as a Sonoma Supervisor, but
not as their appointed position.)
Nor is their initiative or referendum capability with either
of these.
Indeed, in the case of SMART, the only way to keep them from
doing anything is via the sales tax measure. Keep that from passing
and passenger rail goes nowhere.
What is the lever against the NCRA?
