The Inside Gateway was built after corporate reorganization negated the original maximum gradient stipulation. I've often wondered what gradient that stretch in Sacramento (between the underpass beneath the SP and the American River bridge)is; it seemed about 3% to me. Since it's only about 4000 feet long, it probably doesn't count as a "ruling grade."
