Not so fast there, you forgot about the fish huggers. They would certainly complain and object to anything that could even remotely affect the salmon runs. They have successfully in the past forced hydro power operators to run at reduced capacity to provide more water for fish, so taking even a small amount of water out of the river I’m sure would be met with objections.
