The lakes and rivers can be beyond capacity
It will never replace the ground water pumped since the early 1900's
parts of the San Joaquin valley have sunk 25 feet, no amount of rain will ever raise the ground back up.
Parts of the delta have sea water encroaching, that will never change
Too way many people using too way much water
