These vandals aren't "lone wolves". They all belong to groups which give each other support. Most of their "kudos" come from other taggers. We need to get him to talk and expose other taggers with threats of smashing his spray fingers or sending him to a CIA camp - :). As for restitution, how much does it cost to completely repaint a covered hopper or auto rack, materials included? Must be in the five figures each. He should be forced to pay every penny, including repainting buildings, etc. which he left his mark on. A good six or seven figure fine along with extended jail time may make other grafitti vandals take notice and think twice about what they're doing.
