Okay, help me out on this .....
1. BNSF has been experiencing a capacity crunch in Montana
2. A Montana legislator wants BNSF to re-open the line to help aleviate this crunch (still not sure that it even would help in this regard)
3. BNSF doesn't want to re-open the line, citing costs, curves, clearances etc.
4. BNSF doesn't want anyone else to re-open the line either, aka MRL, UP, ???
5. BNSF also seems to have no interest in abandoning the line.
So is BNSF railbanking for the future? scared of the environmental costs of tearing out the line? scared that UP might steal some business if they or MRL were to own/lease the line?
The Homestake Pass line is indeed an enigma in this day and age.
