Your answer confuses what they tell you to do, with what it is possible c to do.
No, because they won't let you....
It is this level of theory based "rote" micro management that is part of a problem that RR management continues to suffer from. The desire to save a few dollars in maintenance and fuel costs, by isolating these units, then costs thousands in things like dead crews costs, and dead trains, which ties up capacity, and reduces fluidity.
But, compared to lack of siding and terminal capacity, low HPT is a very small part of the current fluidity problem.
