If any of you guys ever get the opportunity to talk to Andrew C. Fox you would be in for a great story of this great little shortline railroad. Andrew approached the Anacostia Pacific back in the early 1990's with a plan to take the old Harbor Belt Line, a shortline owned jointly by the SP, ATSF and UP, and make it into a viable company. The Anacostia Pacific like his ideas and took a chance and the rest is history. When Andrew left the SP and took over the old HBL it had 2 crews, IIRC, and the shippers were pretty upset with the HBL service. I've been out of touch with the doings of the PHL (Pacific Harbor Line now instead of the HBL)but just by looking at Richards photos you can pretty well surmise how good of a RR it is today.
