Mass evacuation plans sure bring back memories - I guess the people who think a mass evacuation makes sense forgot about all the plans for evacuation of cities in case of a nuclear bomber attack.
I grew up in Mill Valley, and remember the plan - US 101 was reserved for people evacuating San Francisco, and all of us west of 101 were to evacuate over Mt. Tamalpais or via Highway 1 to reach the evacuation destination in Hicks Valley. It would only have taken two breakdowns or accidents to mess up those plans!
Fortunately (I guess), the development of ICBMs reduced the advanced warning to the point that such evacuations were useless...
