Will probably, hopefully, avg. 50mph. I think Between Petaluma and Novato you will see 80mph. But nowhere else.
SMART will ultimately end up being very well used by officeworkers to commute to San Francisco, folks who will use it in conjunction with the ferry. A two hour commute is not all that extraordinary and while it will cost a bit of cash, it will ultimately be worth it to folks looking to find cheaper Sonoma Co. housing.
If SMART ends up doing peak period express trains operating express from Larkspur to Petaluma, that will testify to the popularity of the whole thing.
I have no idea who will use the line in the middle of the day.
Passenger and freight operations will coexist peacefully. The only issue is getting SMART to pay for the turnouts that they rightfully owe the NWP's customers. Ultimately, the NWP may end up having to run at night--either all operations at night, or a hauler running at night to petaluma and windsor to deposit cars for customers to be switched during the day by a local.
BART won't extend to the Marin. The only route would be over the GG Bridge and that is too expensive.
