Your Tax Dollars At Work (YTDAW) -- The Agency for Toxic Substances and Disease Registry (
ATSDR), based in Atlanta, Georgia, is a federal public health agency of the U.S. Department of Health and Human Services. ATSDR serves the public by using the best science, taking responsive public health actions, and providing trusted health information to prevent harmful exposures and diseases related to toxic substances. ATSDR says, in part,
"The Environmental Protection Agency (EPA) has determined that coal tar creosote is a probable human carcinogen." Read the whole report here:

The
Creosote Council's website says
"The potential for creosote to produce adverse health effects has been well-studied in laboratory testing and in human populations with occupational exposure to creosote. The weight of evidence suggests that creosote does not pose significant cancer or other health risk to workers aside from skin conditions likely associated with chronic irritation and phototoxicity." http://creosotecouncil.org/research-health.php
Back to YTDAW, a report from
NIH concludes
"Based on the present investigation and other studies, there was no evidence that employment at the 11 wood-treating plants or exposure to creosote-based wood preservatives was associated with any significant mortality increase from site-specific cancers or nonmalignant diseases. Some results should be interpreted with caution because they were based on small numbers." http://www.ncbi.nlm.nih.gov/pubmed/16010195
