Couldn't see what the vehicles were. While some of the cars could be for PSAP, I really doubt it was an entire train for them. Not sure where this train originated, but the auto racks suggest it was from North Platte or beyond, with a slight possibility of being reblocked at Green River. I doubt any of them would be building a train or even blocks specifically for PSAP. If Hinkle built a PSAP block/train, then it wouldn't include the cars from the xSP/South unless there is a pickup at Albina or those cars are sent to Hinkle and then backhauled (which would add almost 400 miles to their trip).
The presence of the lumber empties and the HLSC (Hampton) centerbeam clearly suggests a destination of Hinkle or Albina/Brooklyn.
