Both the DOT and the EPA have been working together on something called Nudge. The idea is that people resist being forced to use mass transit, but by installing "traffic diets" or "road diets"
(as they have been doing in Washington State) by changing four lane streets to two lane streets with a center turn lane (using the claim of promoting neighborhood safety) the resulting conjestion
urges or Nudges people to walk or use mass transit. DOT, EPA and in Washington the WSDOT provide local cities with grants to pay for making these street capacity reductions. If you want to see this in action, there have been several streets changed to this in Spokane, WA. The engineering firm I work for will have a whole department devoted to designing "traffic diets" starting next year.
