Evil Thomas? Rule G is calling...

I saw zero mention of any contracted customers planning to use this amazing new set of facilities. What I did see was another list of best case "hoped for" benefits from project boosters. I wish them well but ports all over are littered with if they build it they will come facilities that sit idle follwing years of planning and construction.
