What you are referring to is known as the “Idaho Stop”. It is law in the state of Idaho and a few other states and municipalities. Basically it means that for a bicycle a stop light is treated as a stop sign and a stop sign in treated as a yield sign. Personally I hate it, it makes bikes riders feel invincible, and I have almost T-boned many a bike rider that didn’t even bother to look before blowing through a stop sign. I’m not familiar with laws in California but I suspect that they may be similar.
