Another issue with Humboldt Bay as a container port is its depth. It's relatively shallow, and the trend in container ships is towards deeper draft. Some areas in Oakland's port are dredged to more than 40 feet deep. Somebody (we taxpayers, since the Army Engineers do the dredging) would have to pay that bill if Humboldt Bay wants to get into the container business.
