Sounds good to me if the external costs of automobile usage (environmental pollution, destruction of urban neighborhoods, loss of tax base in cities, public costs of deaths and severe injuries) are added to existing gasoline taxes. Additionally, let's make true your inference that motorists pay for all direct costs of roads by replacing property and sales taxes which pay for local roads and traffic police with increased gasoline taxes.

By the way - how do you determine when someone pays his or her fair share of roads? I bicycle very little, but I do drive 6,000+ miles per year. Does thought of me being "subsidized" the few miles I bike cause you to go ballistic even though I pay taxes on the gasoline that I buy so I can drive those 6,000 miles???? What about the money I pay in local taxes to help provide funding for road expenses in my municipality??? Doesn't that count for anything?
You really need to think this further.
